Lucio Malan holds a degree in Classics, with a specialization in Philology, from the University of Turin. In 1990, he attended a master’s course in History at the University of Nevada.

From 2001 to 2006, and again from 2008 to 2013, he was a member of the NATO Parliamentary Assembly, where he acted as Rapporteur to the Plenary on several subjects and took part in missions and conferences in many NATO and non-NATO countries. Between 2002 and 2014, he also served as an International Election Observer in Afghanistan, Armenia, Kazakhstan, Serbia, Turkey, and Ukraine.

From 2013 to 2018, he served as Quaestor in charge of Administrative Control of the Italian Senate and as a member of the Budget Committee. Since 2013, he has also been Chairman of the Italy–Taiwan Interparliamentary Friendship Group, Acting Chairman of the Italy–Israel Group, and Chairman of the Italy–Dominican Republic Group. In the same years, he was whip for Forza Italia, leading the party’s senators through debates, procedures, and votes in the General Assembly.

Since 2018, he has continued to serve as Senator, taking on responsibilities as Rapporteur and Speaker for major legislative reforms, including the European and national electoral laws, new rules for public managers, updated procedures for local elections, and the reform of telemarketing regulations.

Since 2022, he is the Leader of Fratelli d’Italia in the Italian Senate, the party led by Prime Minister Giorgia Meloni.

Over the years, he halso appeared in hundreds of television programs and news broadcasts, both on major Italian networks and on international outlets such as BBC and France 24, contributing in Italian, French, and English.
